"repair all" seems to ignore most sheaths

Maybe it's because most sheaths and sashes have zero armor value? It's kind of annoying to have to repair those one-at-a-time.

If repair all costs more that indivisually repairing then what's the problem?

One of the repair shops is so inexpensive that it's a waste of time to repair items individually.
